im a little confused what fiberoptics are and also whats e3 internet and what makes a computers network internet run slow?

1) Fiber optics is instead of using electiricity along copper wires to connect networks in ethernet cables or longhaul lines, using glass 'hairs' which transmit light. Light goes faster than electricity along copper and isn't interfered with by other electromagnetic radiation so it is faster and sometimes more stable.
2) E3 is a standard of transmitting data, it's called T3 in the US, E3 everywhere else. It's essentially a way of using one wire to have many different electrical signals sent down it. It's quite fast and quite expensive.
3) About a million different things, what makes traffic jams? something goes wrong and it spreads out, you need to be more specific.
Yeah, three seperate questions in future please, your question reads like "How do cars work, what does YMCA stand for and what is under my bed." It'd be cool if they were at least related.

Fiber optics is a transmission medium for data. Flashes of light are sent down a fine glass filament, the flashes represent data. Its much faster and more efficient than sending the same data down a wire. Data can be sent for much greater distances without requiring a repeater.

E3 is a European standard for a T carrier line with a data rate of 34.368 Mbit/s carrying 512 channels - each equivalent to a voice channel. Typically a US T3 and European E3 would be provided on a fiber optic cable whereas anything lower would be supplied on a twister pair.

What makes a computers network connection run slow? Low speed data links, congestion, errors, interference....the list could go on and on....
