Need to know if is true that every time I restart my computers my ip address changes since I am on a

I was wrongfully banned from ebay and want to get back on, however, I was told that if i dont change my ip address they will notice I am trying to setup a new account and they will ban me. So, I was told to change my ip address. I have a modem that has an ethernet cable connecting to a Netgear router. From the router, one more ethernet cable connects the router to my desktop, and I use the wireless portion of the router for my laptops. I called Netgear and the guy told me there is nothing to worry about and eack time I restart my computers I will automatically get a new ip address as long as the connection it is going through my router. I went to ip-address.com and it said the same # for eack computer, he told me that was public, not the one ebay records, and I shouldnt worry. He said that eack time I restart my computer my Ip address will change so I can log back on without being flagged... Is this true?

the router has nothing to do with it .. ur external ip is the one u need to worry about ... if u have a dynamic ip then unplug ur modem for a few minuets then plug it back in .. if u have a static ip asigned by ur isp u cant change it unless u talk with them ...
