Technology is applied science. In other words, science studies how the world works; technology is using that scientific knowledge to perform a task. An example would be the internal combustion engine. Science tells us that gasoline expands when it burns. Technology is building the engine that works from that principle. So technology is basically anything that is built by man that performs some function using physics, chemistry, biology, etc.
I suppose "technology skills" would be knowing mechanics, electronics, that sort of thing. Hope that helps!

Aculeus has a good answer, but I want to add a few more things. Information processing is not just computers, but what computers DO - and technology has to do with how those same computers are built. If you are in a program which emphasizes both information processing and technology, it means that you will learn all about how the computers are created (chips, etc.) and about how they can be used.
